linux: get rid of Wireless Extensions for turning monitor mode on.
This should fix GitHub issue #941 by getting rid of the code with the
issue; see it for a discussion of why we're getting rid of it (tl;dr:
the wireless extensions stuff is old and tired and netlink should be
used instead).
